TRSI was founded in 2003 and is led by Neil Parrott.  Mr. Parrott has over 20 years experience in the Traffic Engineering field.  He is a Professional Engineer and a Professional Traffic Operations Engineer.

Mr. Parrott served with the Maryland SHA for over 12 years and served as the City Engineer for the City of Frederick for one year.  In those capacities he has reviewed hundreds of traffic impact studies and is very familiar with the planning review approval process.

Mr. Parrott has performed, reviewed, and led implementation of solutions for numerous safety studies over the years.  He has field experience in temporary traffic control implementation from design to implementation to inspection and field adjustments.

TRSI has completed several traffic scoping studies, completed one of the first Pedestrian Impact Studies as part of the new PAMR guidelines in Montgomery County, and has written successful engineering proposals.
